Another unique aspect of pay-per-click is you decide what you will pay and the process is called bidding.
The problem with that is that if you bid too low in a competitive market your ad will end up on page four and out of the game.

The good news is that Google will only charge you a maximum of what the next highest bidder bid plus 1p.  If, in other words, you bid a ridiculous £50 in order to achieve top spot, and the next highest  bid was £1 then you will only be charged £1.01.

But note that if your ad is not performing well you could be demoted solely because of that no matter how high your bid.
